ABC's To FUMIGATION PREPARATION
Remove people, pets, and "desirable growing plants." Remove mattresses
(except waterbeds) and pillows completely enveloped in waterproof covers or remove covers. Food, feed, drugs (including tobacco products), and medicinals (including those items in refrigerators and freezers) can remain in the structure if they are in plastic, glass, or metal bottles, cans, or jars with the original manufacturer's air-tight seal intact, All else needs to be removed from the fumigation site , or double bagged in Nylofume bags. Wine stored horizontally with the cork wet can remain in the structure.
CAP has added to the preparation list. Open all operable internal doors, including the interior garage door, internal openings to all attics and sub-areas, storage chest, cabinets, drawers, closets, and appliances (such as washers, dishwashers, dryers, microwave or conventional ovens, etc.).
Take time to review possible plant damage, what needs to be trimmed, and fragile structural items such as tile roofs, antennas, gutters, and awnings. These items are exposed to the weather constantly and may not have their original structural integrity. Damage could occur at no fault to the fumigation crew. If the owner understands this prior to the job, they are more likely to be understanding later.
By having these items prepared prior to the arrival of your fumigator you will ensure a more successful fumigation experience.

BLOW-OUT PROCEDURES
When a "blow-out" occurs during a fumigation, CAP has specific procedures. Upon arrival the fume crew must wear SCBA units or must have constant monitoring of SF at each worker that is removing or replacing the tarps. A fumiscope is not the proper tool for this process, it must be an interscan or an explorer. This is designed for the worker safety, so they are not exposed to levels above 1ppm during the replacement or clearing process. As you can figure-out, SCBA training is a must. Even with CAP and the plan not to have to use SCBA for clearing. "Blow-outs" are a game changer. There must be some training with handling tarps, clips, ladders, SCBAs, and harnesses, (fall protection). So next time a job blows open during the season of inclement weather, be patient with your fumigator. It is a tough fix! |

VIKANE : Did You Know?
Connected Structure is defined as any structure connected with the structure to be fumigated by construction elements (e.g., pipes, conduits, ducts, etc.) which may allow passage of fumigant between the structures. If the connected structure can't be isolated, that structure shall be considered as a fumigated structure and all applicable rules apply such as occupant notification, structure preparation, posting, securing, and aeration. Chloropicrin need only be used in structures where Vikane is introduced. |

FUEL COSTS
As fuel prices rise and become a greater percentage of cost, you can fight back! Create company awareness and cut fuel consumption. Review your company routes to make sure they are driven in the efficient order. Stops may have been added over the past year which could be better placed in the schedule. Park all company vehicles at the office. This will stop all non-company fuel consumption. Clean out the vehicles and take off all excessive weight. Lastly, educate your drivers how to drive more fuel consciously. a) Slow down, b) Start to coast before braking, c) Drive the speed limit, d) Don't leave your vehicle idling, diesel vehicles are allowed to idle over 5 minutes, e) Use cruse control when possible.
By following these simple guidelines you could save 15-20%. Here's the math: gas cost $3.80 per gallon, a twenty gallon tank cost $76.00. A truck usually travel 2000 miles per month. At 18 MPG the monthly cost per truck would be $422.22. If the cost was cut 15%, you would save $63.33 per month per truck. Ten trucks could save $633.30 per month and $7,599.96 per year. Monitor you fuel cost like you follow your chemical costs and start saving NOW!

Supporting PAPCO gives us a voice with our legislators. Normally, we are so focused on our own business, we may not give much thought about this until the next regulation is imposed on our industry. Then we ask, "How did this happen?" While we weren't paying attention, many anti- business and anti-pest control groups, are plotting our demise. PAPCO helps us educate our legislators about our industry. Public perception of our industry is outdated by about 20 years, and most still think we use outdated, even banned chemicals. As an industry we have imposed IPM, Integrated Pest Management, green practices. Our Industry even wrote the "Health School Act of 2000" which is now a national standard. Make a commitment to support a PAPCO event. If your district doesn't have one, create one. The Tri-District Golf Tournament came about when Ray Hughes, of the San Gabriel district, challenged San Bernardino/Riverside District to a golf tournament, and Orange County District, with Tom Meany, wanted in too. There is fun, comradeship, and money to raise to support the future of our industry and our businesses.
Just last week, Orange County District, had State Senator Mimi Walters speak at the meeting. We must interact with our legislators. The more they know about our industry the better prepared they can be to support us.The legislators are home from Sacramento from September through January. This is a time you can visit them face to face.
San Gabriel District has an annual auction that benefits PAPCO!
Last June the Santa Clara/Bay Area Districts had a golf tournament.
Not one person can carry this burden. It takes all of us educating our legislators. The vote you save might just stop that next regulation that we just don't need.

What use is it, my brethren, if someone says he has faith but he has no work? Can that faith save him?

HISTORIC ALCATRAZ
FUMIGATED
Alcatraz Island, San Francisco is a world famous historic landmark. In 1915 Alcatraz was formally open as a military prison. However, in 1934 it was reopened as a federal penitentiary. During this time in achieved it fame by housing infamous inmates like Al "Scarface" Capone, George "Machine Gun" Kelly, and Robert Stroud, the "Birdman of Alcatraz". As security for these extreme criminals at "the Rock" no visitors were allowed on the island. "You are entitled to food, clothing, shelter, and medical attention. Anything else you get is a privilege." Number 5, Alcatraz Prison Rules and Regulations, 1934.
Finally, 1963 U.S Attorney General Robert F. Kennedy closed Alcatraz. Many books, stories, articles, and movies have documented the life on Alcatraz during these times.
The Electric Repair Shop located on Alcatraz was under attack of wood boring beetles for many years and required fumigation with Vikane Fumigant to control this pest. Mega Fume, Inc., was contracted to fumigate the building by Orkin.
There were many unique challenges to fumigating a building on an island. We had to load all of our equipment on to the ferry and our chemicals onto the barge. We were at the docks at 6:00 AM and on our way by 6:50AM. Forget one thing and it's an hour round trip back to San Francisco. So with careful planning, and help from the state workers made the transfer of equipment and material go smoothly. The park workers provided physical help as well as a truck, transfer vehicle, and forklift on the island. They were extremely helpful with this process. Once the equipment was there we had to work quickly. The aerial photographer, skyhawk PHOTOGRAPHY of Concord, was scheduled to fly over the island between 8:45 - 9:00 AM. The next obstacle was tourists. Beginning at 9:00AM about 150 people would walk by this building to get to the prison every half hour, all day.
We barricaded a buffer zone around the building. The tourists were polite and a few asked questions, they were no problem. We had a couple unique problems, no running water beyond the dock, which was a ¼ mile away. Nothing ten 5-gallon water bottles and help from a parks officer couldn't fix. And what started as a peaceful quiet day turned to 50 MPH winds by 5:00 PM. We survived that too.
Thanks to Orkin, careful pre-planning, State Park Officers, and experienced crew headed by Rickie Cesna our first Alcatraz fume went smoothly. Actually, the job was a very rewarding experience. The most fun you could have at work!

Environmentalists Blamed for Deadly Bedbug Plague
Government policies on the use of pesticides have led to a resurgent population of bedbugs - including some that carry a deadly antibiotic-resistant germ. Bedbugs had been almost completely eradicated in the United States for half a century, through the use of the now-banned pesticide DDT, but their population has grown rapidly during the past decade, overwhelming hotels, hospitals, schools, and apartment buildings, according to a report from the Heartland Institute.
Canadian researchers have recently discovered bedbugs carrying methicillin-resistant Staphylococcus aureus (MRSA). MRSA is a bacterial infection that is highly resistant to some antibiotics and can be deadly if it reaches the bloodstream. H. Sterling Burnett, a senior fellow with the National Center for Policy Analysis, blames the bedbug resurgence on "poor policy decisions." He told Heartland Institute: "Most households have never seen a bedbug before now. But in the early 1970s, the government banned the pesticide DDT, and now we're seeing bedbug infestations in European and North American cities.
"This is another legacy of Rachel Carson's 'Silent Spring,' the 1962 book credited with starting the environmental movement, leading to the ban of DDT. "By banning DDT, we've killed people in developing countries through the spread of malaria. Now we're subjecting the U.S. population to bedbugs and other pests and vermin. "Government should lift the ban on DDT and other pesticides that are effective in treating pests like bedbugs."
Angela Logomasini, director of risk and environmental policy with the Competitive Enterprise Institute, agrees. "We had eradicated bedbugs in the past, then we banned DDT for home use, and now they're back. I think this policy needs to be reevaluated."
She also said, "We need a better regulatory environment. Rather than removing products from the shelves, which is where we are today because of the precautionary principle, more evaluation and experimentation is needed."

POLAR BEAR RESEARCH FLAWED!
Research done by the U.S. Department of the Interior to determine if global warming threatens the polar bear population is so flawed that it cannot be used to justify listing the polar bear as an endangered species, according to a study being published later this year in Interfaces, a journal of the Institute for Operations Research and the Management Sciences (INFORMS®). This research was used to threaten many of our current chemicals. Monnett the author for this study has been placed on administrative leave. It is a shame scientific integrity has become political! This is further proof we as an industry must use our collective voices during each and every attack on our industry. Join, attend and participate in your local PCOC district.

When he was in high school his coach told him to take a scholarship to ASU, the odds were against a boy from Sacramento making the Dodgers. However, we can do more! Everyone should call, fax or email your representative and give our position on SB394
  
WE STILL NEED YOUR HELP!
We oppose SB 394, introduced by DeSaulniuer, Healthy Schools Act of 2011. We specifically oppose Section 2. (a) and (b) these two references are not based on today's regulatory and industry standards, and the chemicals aren't even registered in California today. We also oppose Section 4. (a) because sometimes these chemicals are necessary, e.g., the warning agent used when fumigating termites or bedbugs is chloropicrin. This will probably end up on the banned chemicals list. Hence, this would be a roundabout way to ban fumigation. This is just one example of many industry problems this bill will cause.

Dear Customer Service,
I just wanted to say a special "thank you" to the fumigation team that came to my home. They took extremely good care of my 85+ year old parents. They held the ladder as my Father explained about the TV antenna and gutters. The foreman walked with my Mother, room by room, making sure each window was securely clipped and that she locked the door. They made sure my elderly parents did not fall during the tenting process, which impacted their schedule. The process to unlock the home with my Mother present was a success. She was very concerned, since the alarm system wouldn't be on. The fumigation job was very professional.

Guest Speaker: Senator Ted Gaines
Senator Gaines spoke at our luncheon as our premier speaker. Ted represents the 1st Senate District. He told us his own business experience helps him understand the needs of small businesses. Small businesses are important for our economic recovery. California needs to be a more business friendly state. He doesn't want to blindly remove necessary regulation, but believes about a third of regulation are outdated, irrelevant, or just not logical. The Senator has already introduced legislation to reduce these bad regulations. His principles are limited government, lower taxes, and job growth from the private-sector. He is definitely a friend of the PCOC.

2011 Legislative Agenda
AB 417 & SB 394
To recap: AB 417, introduced by Bill Berryhill, is sponsored and supported by the PCOC. Since the Structural Pest Control Board was moved from the DCA to the DPR, we lost some of the benefits we enjoyed under the DCA. This bill would allow us to continue to "pull" building permits for termite related repairs.
We oppose SB 394, introduced by DeSaulniuer, Healthy Schools Act of 2011. We specifically oppose Section 2. (a) and (b) these two references are not based on today's regulatory and industry standards, and the chemicals aren't even registered in California today. We also oppose Section 4. (a) because sometimes these chemicals are necessary, e.g., the warning agent used when fumigating termites or bedbugs is chloropicrin. This will probably end up on the banned chemicals list. Hence, this would be a roundabout way to ban fumigation. This is just one example of many industry problems this bill will cause.

DID YOU KNOW: GAS DISTRIBUTION
Open all operable internal doors, including openings to attics and sub areas, storage chests, cabinets, drawers, closets, and appliances, (such as washers, dishwashers, dryers, microwave or conventional ovens, etc.). This will aid in fumigant distribution and aeration. Refrigerator and freezer doors may be left open, if the units are turned off or disconnected, and all food items have been removed. If the applicator chooses to leave sealed food items in closed refrigerators and freezers during the fumigation, the appliances must be opened when clearing the structure, until the concentration of Vikane in them is 1 ppm or less.
If the structure has an attached garage, the door between the garage and structure should be open during aeration. This door can remain open during the fumigation.

Bill Frederick,Fire Captain/Paramedic asked us to review their TACTICAL PROCEDURES, Response to Fumigation Incidents. Last month we spent a Saturday afternoon with him and his crews. We set-up an mock fumigation and reviewed many different scenarios that might help save lives. Our licensee, Gabriel Gonzales, was our point man at this site. What a rewarding day, giving back to the community, and hopefully help save lifes. Below was the Captain's response.

Your guys were awesome today! They made the drill very realistic and all of our firefighters learned a ton of new information. Their comfort level on this type of incident is greater than ever before. Tons of questions were answered by Gabe and his crew. They went over all the dangers of Sulfuryl Fluoride and Chloropicrin. Additionally, they covered several different scenarios that we would deal with on fumigation emergencies. My Fire Chief was very appreciative of your support and he wanted me to pass the word, "thank you".
The information from this drill will be used to train other firefighters in our department and other surrounding fire departments. Thanks again and maybe someday, this information could save somebody's life.

Padres Baseball Fund Raiser
April 9, 2011
San Diego PCOC has been doing the Padres fund raiser for 18 years. It has been so successful, beginning last year, they initiated two dates. It begins with a tailgate party at QUALCOMM Stadium that include, all you can eat, hamburgers, hot dogs, potato salad, pasta salad, beans, chips, and drinks. There was face painting for kids, water balloon toss, and raffle from donated gifts. Once this completes, everyone takes The Trolley to the game at PETCO Park. If you haven't been to one of these, you just don't know the fun your missing, AND it's for a good cause. Don't miss the next one later this summer!

Headlights - covered, inoperative, or unauthorized color
Taillights - inoperative, damaged and/or covered with tape and unauthorized color
Brake Lights - inoperative or after-market flashing
Off-highway Lights - not covered or too many
Fog Lights - improper height or not adjusted
Bug Screen - unauthorized color: blue, red or amber

DID YOU KNOW:
Sulfuryl Fluoride has no intrinsic warning properties, such as odor. The warning agent chloropicrin is released before introducing Vikane to allow time for it to begin to volatilize and distribute throughout the space to be fumigated.
The only exceptions to use of chloropicrin would be when fumigating passenger railcars and permanent and temporary fumigation chambers including, but not limited to, shipping containers, storage pods, trailers and trucks, with the following requirements:
A thorough walk-through inspection must be performed of each railcar/chamber with doors being locked immediately upon leaving.
A guard must be posted during fumigant introduction, exposure period, and aeration if chloropicrin is not used. |

Treatment Options
There are two types of treatments, whole structure and spot treatment. Whole structure treatment with Vikane is proven to eliminate all drywood termites in the home. Spot treatment is done with chemical, heating, freezing microwave, and electrocution. The downfalls are that it can damage the structure and is limited treatment to visible and accessible areas. Only the termites that are treated die. You must find and treat nearly every termite in a home to be successful and that is impossible. You may save money upfront, but you will pay for it in the long run.

When introducing the fumigant into a structure, the licensee must wear splash-resistant goggles or a full face shield for eye protection. However, you don't wear gloves or rubber boots.
If you happened to have accidental exposure these safety items would actually worsen the exposure. When released a pound of liquid Vikane, changing to the gas phase, will drop the temperature of 1000 cu ft of dry air 4.5 degrees F. So imagine if that gas got trapped between your rubber gloves or boot, you would get a severe freezing burn! So next time your observing a fumigation, keep your distance when the chemical is being released into the structure.

"Promises 2 Kids"
Polinsky Children Center is a 24-hour facility for the temporary emergency shelter for children, who must be separated from their families for their own safety. Donations are used to enhance and enrich the lives of all resident children during their stay at the Polinsky Children's Center. For the past 5 years the San Diego District has had a "Promises2kids" Holiday Gift Drive.
Richard Arendt, of American Pest Control Company in Lemon Grove, makes this his "pet project" during each holiday season. Rick became fond of this cause during his time in law enforcement as a child abuse investigator. He said, "he also experiences the joy the children receive from these donations, "it's all about the kids." As a result, many more of these kids have a Merry Christmas.
We are lucky to have a person like Rick, in our association, representing the PCOC.

ELEMENTS OF A SUCCESSFUL FUMIGATION
We all know to remove people, plants, and pets; bag "the food" and get our forms signed. However, don't stop there! Here is a list that will make you more successful.
A: Make sure the structure has electricity.
B: Make sure there aren't any connecting pipes, conduits, ducts, etc.
if there is the connecting structure must be prepared as if it was being fumigated.
C: Check for zero-lot-lines; you must get the neighbor's permission prior to the fumigation.
D: Gas service has been scheduled off and owner has been told to restore their gas service after the fume.
E: Make sure all gates are unlocked for the gas company.
F: The owner has been informed of possible plant and roof damage.
G: You have discussed with the owner the need to notify his neighbors with cats about the fumigation.
H: We have access to all rooms, closets, safes, and cars. Locked areas will delay the job.
I: Make sure your fumigator is aware of steep roofs or A-frame structures. These jobs could require additional equipment, more experienced crews, and/or longer ladders.
Don't leave these things up to your fumigator at the last minute. It could limit the success of the fumigation to maintain its' scheduled dates. |

VIKANE : Did You Know?
Before fumigating, extinguish ALL flames, including pilot lights and turn off ALL glowing heating elements. The heat of gas flames, pilot light flames, or glowing wires or hot surfaces of electric heaters can cause Vikane to break down to form a corrosive material. Included in this list is electric pianos and organs.

Water the soil from he foundation out 18" around the entire structure. This will protect plants and shrubs.
The Day of Fume:
Remove all people, pets, and plants from your home. Remove mattresses completely enveloped in plastic, such as baby mattresses. Remove or double bag using Nylofume bags any food, feed, drugs, and medicinals.

It is unnecessary to wash dishes, linens, clothing, etc., Sulfuryl Fluoride is a gas and will dissipate from the structure.

Just remember: "When in doubt, take it out." Fumigation may need to be rescheduled if the weather is uncooperative. High winds or rain may postpone the job. Dr. Lewis, who brought us the field testing facility, the Villa Termiti, field evaluations of localized treatments for the control of Drywood termite infestations in California, and future research for the control of bed bugs, needs our HELP.

 Legislative Day 2010
This is an event I would like to encourage everyone to attend next year. We all worked together to show our support for our industry to the legislators. The main bills we were concerned with was AB 1736 (Ma & Berryhill) Structural Fumigation Enforcement Program and SB 1157 (DeSualnier) Education: the Healthy Schools Act of 2010.
I am happy to say the AB 1736, which extends the existing law through January 1, 2014, we were quite successful. It continues the $5.00 charge per fume for counties of Los Angeles, Orange, San Diego, and Santa Clara. The monies are used for additional regulation enforcement. This shows we are good stewards of the fumigation industry.
However, SB 1157 (DeSualnier) is not going well for us. This bill make outrageous claims about pesticides, wants to incorporate the EPA's potential carcinogens, and possibly makes people responsible for pest programs without the proper knowledge. We all need to contact our representatives and let them know we oppose this bill.
Lastly, everyone needs to thank Curtis Good (our Legislative Committee Chairman) for his tireless effort. We are lucky to have him represent us. |

| CAP California Aeration Plan |
If you sell structural fumigation, you must learn the new changes, beginning sometime between April 1, 2010 and May1, 2010.
Day one the tarps go up like normal. Except now, each room must have at least one window that is operable, or a fan will be placed in each of these rooms. This means the inspector must let us know how many rooms a window can't be opened. Does a structure need 5 fans or 10 fans? No one wants a fumigation to be postponed because of fans. This could create a problem.
Day two the tarps remain up. At this time the new aeration begin. We start the new aeration fans and
open up the new inlets. Now it must run for at least 12 hours.
Day three we can drop the tarps and certify for re-entry at the same time. The gas company has agreed to restore services 48 hours after shut-off. However, if they start receiving complaints from their employees they will not restore until the fourth day.
To do the same amount of work we must have twice the tarps, clips, and sandbags. With the biggest problem being fans. We must stock 400% to 500% more fans. |

| TRAP Tarp Removal Aeration Plan |
TRAP ends August 1, 2010*. This has been the current aeration plan preformed by every fumigator during the last twenty years. During April 1st to August 1st both aeration plans may be used. Effective August 1st only the CAP plan will be legally preformed. *This date could change, but it would only be by a few weeks. |
